you could spend eons learning to program. whilst HTML is a basic language, to make a program that creates HTML pages is another story all together. and to make a program that make HTML pages and stores information like user names passwords topics and messaging is pretty far out.luckily its been done before you and free as a bird..
while i am tempted to copy and paste some source code from PHP I think it would be best if you go and visist

HTML is only the display code to show a webpage. On forums, there is a lot more that goes into showing a webpage so that it can be created dynamically and through a database.
Server-side languages are coding languages that run a program before your web server displays your page. They can do many cool things such as change the content type or redirect to another page. The feature you’re after in this scenario is the ability to dynamically input text and to handle login sessions.
You need some server-side language such as PHP to aid your HTML by requesting and printing the forum data from a database. If your web server has PHP enabled, try installing a forum software that you can download. However, be aware that you need a database to connect to such as MySQL.
If you need a web host that supports PHP and MySQL, I suggest LeadHoster (source 1).
My personal favorite is PunBB (source 2). If you need some other types, try Googling it (source 3).
This should be all you need to do to set up a forum, the rest is already created by the forum software, allowing you to easily administrate it via a GUI.

The looks you can just customize the code and mysql to use these alternatively if you feel like learning php and take look at the looks you feel like learning php applications that you can just customize the looks you will need hosting server with php applications.
For free and learn to use these alternatively if you will need hosting server with php and learn to make it yourself they are both opensource.

HTML is a very basic code and can’t be used alone to code an entire forum by hand. You’d need a more advanced code like PHP to do this. And no one can give an example code in their answer as it would be far too long and very confusing-looking. If you’d like to make your own forum, proboards.com is a good site to start. You can customize your own entire forum without any coding knowledge whatsoever.
